Yes, absolutely. ZAPP uses the official large customer interface (GKS) of the Federal Motor Transport Authority (KBA). The procedure is fully recognized by law and corresponds to the i-Kfz Stage 4 regulation. The temporary registration certificate authorizes you to participate in road traffic for 10 days from receipt.
For digital registration, you need the Registration Certificate Part I (vehicle registration document) and Part II (vehicle title) with hidden security codes to rub off (available for documents issued from 2015 onwards), a valid eVB number from your insurance, and a German bank account.
